How do I turn off turtles needing fuel?

I can't seem to find where to turn off turtles needing fuel. I know I've done it before, but can't figure it out now. Can someone give me a hand?

You just have to edit the config file for CCTurtles

But that's the problem. I don't know where to find that file. By the way, I'm needing to turn it off for a server, if that changes anything.

Oh… Not sure about that. I know that for a client computer it's in AppData/roaming/.minecraft/config/ but I don't know about a server
